The global trade in counterfeit goods is booming, and it’s shifting from relatively innocuous items like shoes and handbags to things like medicine and pesticides that can carry serious health and safety implications. When it comes to fake products, the sheer size of the industry is staggering.

A report from the Organization for Economic Cooperation and Development put the value of counterfeit goods that crossed international borders at over $250 billion in 2007. That’s far larger than other scourges of the underworld economy, such as weapons smuggling and human trafficking. It even rivals the international trade in illegal drugs.

The International Chamber of Commerce sees an even bigger problem. When factoring in the counterfeit market within countries, plus the value of pirated digital material, the ICC estimates counterfeit goods were worth $650 billion in 2008. What’s more, the ICC said that the cost of lost tax revenue and additional welfare spending due to counterfeit goods was $125 billion in developed countries alone. And 2.5 million jobs have been lost as a result of fake products.

By 2015, ICC expects the value of counterfeit goods globally to exceed $1.7 trillion. That’s over 2% of the world’s total current economic output.

“The whole business has just exploded,” said Jeffrey Hardy, head of the anti counterfeiting program at ICC. “And it goes way beyond music and Gucci bags.”

The growth in fake goods has followed the overall growth of the global economy and outsourcing. As production moves further away from companies that originally designed the product, there’s more opportunity for corruption and fraud to find it’s way into the manufacturing process.

As countries such as India and China build ever more sophisticated factories, the type of products that can be counterfeited there rise as well.

Apparel and fashion accessories still make up the largest share of counterfeit goods worldwide, but detection of fake consumer electronics, chemicals, and pharmaceuticals is also increasing.

In some parts of Europe, 25% or more of the pesticide market is estimated to be counterfeit,

according to a University of Florida report. Most of the fakes originated in China.

Counterfeit pesticides are particularly problematic. Not only do they undermine intellectual property laws and hurt the companies that spend billions on research, but they can be lethal for people using them.

The same is true for pharmaceuticals.

A United Nations report lists phony medicines as the “greatest concern” when it comes to counterfeit goods. This is because not only can they result in the deaths of people using them, but medicines with insufficient doses can lead dangerous pathogens to become resistant to even the legitimate drugs.

“You have tests of anti malarials in Africa and Southeast Asia that show very high shares in some cases more than half of the drugs in circulation are ineffective,” said Ted Leggett, a researcher at the UN’s Office on Drugs and Crime. Many of those drugs were shown to have insufficient levels of medicine, said Leggett.

“In 2010, malaria killed more than half a million people,” he said. “It’s a curable disease if people receive real medication.”

There are several examples of counterfeit or mislabeled products having fatal consequences. Toxic cough syrup in Panama, tainted baby formula in China and fake teething powder in Nigeria have all led to the death of children over the past few years.

The proliferation of these dangerous products may help focus more public attention on the problem.

It may be hard to get people worked up over the economic costs of bootlegged DVD’s or illegally downloaded music. But as Leggett points out: “When the toy that you thought was from Disney contains lead paint, then you care.”

At the Ace of Spades strip club, Detroit Police Lt. David Hansberry was treated like a VIP: He threw money in the air, racked up thousand dollar tabs on his American Express and kept the dancers happy, club employees testified.

And he did this, a federal agent said, with the help of unexplainable cash deposits that allowed the one time narcotics officer to live beyond his means for years, spending tens of thousands of dollars on luxury cars, including strippers, hair restoration treatments and shopping sprees at Saks Fifth Avenue and Neiman Marcus.

Thursday, Hansberry’s spending habits and lifestyle were fully exposed in a federal courtroom as the government started wrapping up its corruption case against him by telling the jury about his spending habits and his collection of vehicles, including two Cadillacs, a Corvette and an exotic British sports car all of which he bought while he investigated drug crimes for the Detroit Police Department.

An IRS agent testified that the source of the cash was unknown.

According to bank and tax records, Hansberry’s annual salary with the DPD ranged between $75,000 and $143,000, with overtime, though prosecutors have argued he made a lot more by stealing drugs and money seized in raids.

During the trial, which is in its fourth week, prosecutors have portrayed Hansberry as a fast talking schemer and big spender who was motivated by greed. Thursday, they cited his bank and tax records to bolster that claim, showing jurors how Hansberry spent his money while working for the DPD:

$114,000 in car payments for an Aston Martin sports car, a Cadillac Escalade, a Cadillac ATS, a Corvette, and a Mazda 6.$15,947 at the Ace of Spades/Cheetah strip club$4,555 at a hair restoration doctor$14,293 in retail purchases at stores including Louis Vuitton, Saks Fifth Avenue, Neiman Marcus and UggsHansberry’s purchase of the Aston Martin in particular raised red flags because of how he paid for it. According to financial records, Hansberry made three initial cash payments for the car: one for $10,000; one for $5,000; one for $3,800 all of which avoided being flagged under a federal reporting law that requires financial institutions to report any cash transaction over $10,000 to the federal government. A day after making two cash payments, he wrote a check for $15,000.

That looked like financial structuring, which is illegal, testified IRS agent Kevin Nalu, who was scolded by the judge for offering his opinion.

Nalu, who analyzed Hansberry’s bank and tax records, testified that Hansberry consistently spent more money than he brought in during the years he ran the alleged scheme, but made up for the shortfalls with unexplained cash deposits.

For example, in 2010, Hansberry spent $140,000, when he only had $112,000 available creating a $28,000 shortfall. That same year, he made $30,000 in cash deposits to cover the shortfall, the agent testified.

the same thing happened: Hansberry had about $100,000 on hand, but spent roughly $148,000. Attorney Sheldon Light asked Nalu.

the agent answered, noting without the cash, couldn cover his expenses. cross examination, Hansberry’s attorney, Michael Harrison, argued that the government’s financial analysis made assumptions that don’t prove anything. For example, he said, the IRS agent assumed that whenever Hansberry withdrew cash from the bank, that he spent it all. For example, in 2010, Hansberry made nearly $87,000 in cash withdrawals. Isn’t it possible, he argued, that Hansberry kept that money on hand and deposited it later as he needed it?

“Couldn’t he have done that?” Harrison asked.

“He could have,” answered Nalu.

Hansberry’s codefendant, former narcotics officer Bryan Watson, who is also charged with stealing drugs and cash seized during police raids, also saw his financial records scrutinized Thursday.

According to trial testimony, Watson’s financial situation was similar to Hansberry’s: he spent more than he made, and he made more than $211,000 in unaccountable cash deposits to make up for the shortfalls, Nalu testified. During the years of the alleged scheme, Watson’s salary with the department ranged between $44,000 and $96,000 a year.

One deposit in particular raised red flags: It was a $54,000 cashier’s check that had been written to him in 2012. Nalu investigated the source of the check, and determined that it came from Watson’s mom, who had previously made a $59,700cash deposit into her own bank account.

Nalu determined that Watson’s mysterious cashier’s check came from his mom, but he couldn’t determine where his mom got the cash from.

On cross examination, Watson’s lawyer, Steve Fishman, argued that the government did not take into account that Watson’s ex wife a Detroit schoolteacher likely contributed to the family’s expenses. He also argued that there’s no proof that Watson’s mom obtained the cash unlawfully. For example, he said, Watson’s mom could have found the money, or won it at a casino.

Nalu said he ruled out the latter argument: That she won it at a casino. But, he conceded, he has no idea where it came from.

The bottom line, prosecutors argued, was that every year, Watson spent more money than he made as a cop.

“The cash was coming from somewhere,” Nalu testified. “It’s unexplained.”

At the heart of the case are claims that Hansberry and Watson stole drugs and money during raids, then gave the drugs to dealers who would resell them on the street and split the proceeds with the officers. The scheme also involved fake busts, prosecutors contend, claiming Hansberry and Watson created phony search warrants and rolled up on unsuspecting drug buyers and sellers with lights flashing. They did this, prosecutors allege, with the help of other drug dealers.

A fellow officer, Arthur Leavells, also was involved in the alleged scheme and has since cut a deal in the case. He, along with several drug dealers, has testified against the officers, but the defense argues the government’s witnesses are scheming liars who are only turning on Hansberry and Watson to save themselves.

Hansberry and Watson have adamantly denied any wrongdoing, claiming they were good officers trying to take down major drug organizations in Detroit. The FBI has obtained wiretap evidence in the case, in which the defendants are heard planning what prosecutors claim are phony drug busts. But the defense argues the police officers were only engaged in puffery, and that they were really working to get more information out of drug dealers in their conversations.

Solid mounds of rock, a roadway and wetlands all made for a challenging construction site, particularly one so close to an active resort that stays open 24 hours a day, 365 days a year, said Matt Armstrong, executive vice president of Gordon Group Holdings of Greenwich, the company developing the outlet mall.

Executives at Foxwoods Resort Casino reached out to Gordon Group Holdings about five years ago to develop an outlet mall at the casino. Gordon Group brought in Tanger Outlets for branding, and an 18 month construction period will end just in time for Memorial Day weekend.

The finished project will be an enclosed quarter mile corridor with 82 retail shops that customers are only able to enter by walking through one side or the other of Foxwoods Resort Casino. One side is connected to the casino floor by the Fox Tower and the other is near the Grand Pequot Casino.

American Eagle Outfitters, Ann Taylor, Banana Republic and Brooks Brothers are among the major stores signed up for a shopping mall to be built at Foxwoods Resort Casino, the developers announced Thursday.

The development company, Tanger Factory Outlet Centers Inc., also named Calvin Klein, Coach,.

Stores will range in size from 1,000 to 15,000 square feet. The Nike Factory Store is the largest.

Armstrong led a group of media through the interior of the outlets, which are only a skeleton of steel, concrete and wallboard at this point. The $120 million project has generated more than 400 construction jobs. The outlets will employ more than 600 full and part time workers.

The enclosed outlets have four elbow like turns, each with an oculus a circular architectural feature in the roof that lets natural light inside.

The mall crosses over Trolley Line Boulevard in two places and also is over some wetlands.

The site was tricky for various reason, largely because of sold rock that had to be blasted daily for about 60 days straight to remove so much rock it would fill 25 Olympic sized swimming pools, according to Gordon Group.

“It required a lot of blasting,” Armstrong said. “In fact, it got to a point where, every day at 2 o’clock, we’d have a blast, and people at the resort sort of caught on to that.”

People crowded the hotel windows to see explosions of rock shrapnel spouting skyward each day.

“So, it was quite a spectacle to see,” Armstrong said.

The project is a competitive play by Foxwoods to broaden its amenities and stay ahead of new and expanding gambling resorts in neighboring states, including Massachusetts, which has approved major casinos for Springfield and Greater Boston.

“All the more reason to build out the amenities of this resort,” Armstrong said. “This resort really becomes the 800 pound gorilla. It’s something that nobody can replicate. We have it all: golf courses, shopping, dining, entertainment, two large theaters. Can somebody else build a casino? Yes. But it’s going to be very difficult to replicate what we’ve got here.”

Mashantucket Pequot Tribal Council Chairman Rodney A. Butler said, “We’ve continued looking at ways of how to expand the resort and amenities that we offer here at Foxwoods.”

The Mashantucket Pequot tribe, which owns and operates Foxwoods, is looking for a partner to add an indoor water park at some point, Butler said.

“Being a resort destination, being in a competitive market, we have to have offerings that differentiate ourselves,” he said. “And, so, whether it was the concepts of indoor water park, large retail developments, other restaurant establishments, those are things that we’ve been looking at for years.”

The Douglas County Sheriff’s Office does not suspect foul play.

The sheriff’s office said this week that it is checking out reports of a hitchhiker seen early Saturday morning on Yocum Road in Riddle. Deputies also are trying to confirm reports that Bosworth may have suffered from some sort of medical issue and could be confused about where he was.

Bosworth is 6 feet tall, weighing 180 pounds with gray hair and blue eyes. Anyone with information about Bosworth’s whereabouts should call the Douglas County Sheriff’s Office, 541 440 4471.

About 100 volunteers, including a busload of Portland area residents, have been searching for a week in the area around Riddle.

Bosworth is a cancer survivor whose co workers say he was an inspiration.

‘The thing that most people think of with Mark, when you think of the past few years is how courageous he was with bouts of cancer,’ said Paul Couey, Metro’s GIS manager. ‘He showed a lot of optimism through that, when a lot of us were feeling pretty dark.’

Couey said Bosworth’s co workers were trying to stay positive as the search continues.

‘At this stage, I think it’s a lot less dire than that (cancer) was, and I’m trying to encourage people to follow the example he set and remain as hopeful as he can,’ Couey said.

At Metro, Bosworth provides analysis and mapping for planning and transportation clients. He has also been an adjunct professor at Portland State University.

Some GIS analysts, Couey said, ‘want to study a map of where he is and figure something out, but feel helpless this far away. Still,
